Payment Deducted But Application Not Submitted

This is one of the top five complaints received by the VAHAN helpdesk. Before doing anything else: go to vahan.parivahan.gov.in → “Transaction Status” → “Know Your Transaction Status” → enter your Transaction ID, Payment ID, or Bank Reference Number. If your bank confirms the deduction but the portal shows no payment recorded, email helpdesk-vahan@gov.in with your transaction ID and bank reference number. Refunds are processed within 7–10 working days. Do not make a second payment until you have confirmed the first one failed at the portal level — double payments on the same application create complications that take weeks to resolve.

Aadhaar eKYC Mismatch — Verification Fails

This happens when the name or date of birth in the VAHAN or Sarathi database does not exactly match what is in your Aadhaar record — even a single character difference, a middle name included in one and not the other, or a date format mismatch is enough to trigger the error. First, compare your Aadhaar name and date of birth character by character against your DL or RC. Whichever record has the error is the one to update — Aadhaar corrections go through the UIDAI portal (uidai.gov.in), and RTO record corrections go through the address change or correction service on Sarathi or Vahan. Until the mismatch is resolved, complete the service through offline document verification at your RTO — the portal is not the only path.

RC Smart Card Not Delivered After 30 Days

Smart cards dispatched by India Post sometimes return to the RTO if delivery fails — no one home, wrong address on the record, or a locality name mismatch. From your VAHAN application status page, find the dispatch reference number (India Post tracking number). Check the delivery status at indiapost.gov.in. If it shows “Returned to Sender” or “Undelivered,” contact your RTO directly with your application number — you can either collect the card in person or request a re-dispatch to a corrected address. While you wait, the Virtual RC on NextGen mParivahan is legally valid and traffic police are required to accept it.

Driving Test Slot Not Available in Your City

In major metro RTOs — Delhi, Mumbai, Bangalore, Hyderabad — driving test slots book out 30 to 60 days in advance, particularly during the first two weeks of each month. Two fixes that work: First, check alternate RTOs in your state — you are not restricted to your nearest RTO. Any RTO within your state can conduct your driving test. Second, if you are training at a MoRTH-accredited driving school, the school issues you Form 5 on completion — this substitutes the RTO driving test entirely as of 2026. You apply for the permanent DL directly without booking a test slot. This is the most reliable solution for metro users who cannot wait two months for a slot.
